Phobos is genuinely low in density and dark in spectrum, which is why it has been studied for decades as a possible propellant depot, and the real story is the power bill: hydrated rock gives up its bound water only when baked to several hundred degrees, and splitting that water then costs on the order of 50 kilowatt hours of electricity per kilogram of hydrogen; whether Phobos holds usable water at all is unresolved, and this plant is speculation.Image: poweringspace.com.
